With reference to your letter of the 30th.November, relating to the exportation of rubber to the United States, I am instructed to say that rubber from neutral countries consigned to the United States of America which is intended to pass through this Colony without transhipment will not be interfered with here, that no change will be made in this policy without due notice, and that any shipments made before such notice will be allowed to
pass.
The statement of policy contained in this letter is intended to be suburtieris substituted for that contained in my letter of the 28th. November.
